Rogue isn't sprites, it's tiles - think movement on a grid system. This is an arena shooter - not even close. Roue movement is also step based - you move, everyone moves with you. When you don't move, nothing happens. This is not what happens in their video. I see no mentions of permadeath here, either. Serious roguelikes delete your save file when you die.We have a word for RPG.
Similar with a term for 'randomly generated.' If it's not anything like rogue, how is it a roguelike?. FTL is certainly closer. Movement is difficult to quantify in FTL - if you're talking hyperspace hops, that's step based - and everyone else 'moves' with you. Within the battles, it's more real time. The hyperspace graph isn't on a x,y grid, but if you consider it somewhat like going from room to room, rather than square to square, it's not bad. It's certainly got RPG elements, random worlds/enemies/events, and permadeath.It's close.
It's about as close as any space based game will get to a 'proper' roguelike, so I'd put it in a grey area. Much closer than this. This feels like star control two with as many trendy buzzwords shoved in the description as they can. They missed 'crafting', tho.
With the gain in popularity of the genre (I guess it's a genre.shrug) you'll be better off getting over the hangup of terminology. Also, language is an evolving thing so insisting that a term can't mean anything but it's original definition is losing battle (look at people using 'hacking' to mean cheating in games).Eventually the roguelike term will be broken into sub-categories specifying the exact type of roguelike the game is.
